Sheath Leg Strap

What is the winter garment that you wear that has a strap you slip under your boots and pull over your leg?
It’s like a leg guard made of nylon or whatever that has a strap you slip under your boot and a waterproof sheath you pull and tighten over your pant leg so they don’t get wet. I know this sounds stupid but I can’t seem to remember what it is called?
